I could not find this word in Abbyy or Oxford: in text it is translated as "sneaky". Is this correct, and what is the infinitive form.

infinitive is юлить. root(base word) is noun - юла.
юла is an ancient kid toy
modern "yula"

synonym for юла is волчок. usually волчок is small and simple юла. really ancient

The other, colloquial meaning of юла is "a fidget." You might call a child this if he were jumping around and unable to sit still.

Depending on the context, заюлил may mean, "started fidgeting" or "running around" or "couldn't sit still."

no. in russian meaning is -

In business or meetings contexts it often means that your opponent didn’t say “Yes” or “Not”. Easily he is mark time.
